Based on the latest data from Statistics Indonesia (BPS), consumer prices in Indonesia grew 2.57 percent year-on-year (y/y) in February 2019, a near-decade low, and below our forecast of 2.75 percent (y/y). The last time we saw this low level of inflation in Indonesia was back in November 2009.
Per 1 September 2018 all vehicles and heavy machinery that have diesel engines in Indonesia will need to use diesel that contains fatty acid methyl ester (FAME), a type of fatty acid ester which is obtained from palm oil. This new rule is part of the Indonesian government's expanded B20 program that makes it mandatory for all vehicles to use biodiesel that consists of 20 percent biodiesel and 80 percent petroleum diesel.
Most analysts and government officials see Indonesian inflation accelerating this year after a mild 2016 in which Indonesia's consumer price index rose by 3.02 percent year-on-year (y/y) only. Indonesian Chief Economics Minister Darmin Nasution said low inflation in 2016 was primarily caused by low administered price growth (in a couple of months administered prices in fact fell last year) as well as controlled food prices. He added, however, that food prices have been rather volatile and are expected to remain volatile in 2017.
The Indonesian government now allows private investors to develop oil refineries in Indonesia, effectively ending state-owned energy Pertamina's (virtual) monopoly. Before this new regulation, private companies had to cooperate with Pertamina to build oil refineries in Southeast Asia's largest economy. The new policy is an effort to boost domestic oil refinery capacity in Indonesia (hence limiting the need for refined fuel imports) and improve the investment climate by opening this industry to the private sector. This sector can also apply for tax incentives.
In order to realize Indonesian President Joko Widodo's recently announced "One Fuel Price policy", state-owned oil and gas company Pertamina will need to invest about IDR 380 billion (approx. USD $29 million) in additional infrastructure. Last week Widodo announced, when visiting Papua in the far east of Indonesia, that fuel prices are to become the same across the entire archipelago. Due to weak infrastructure and poor distribution channels, prices of gasoline and diesel are about ten times as expensive in Papua compared to Java.
Indonesia's April deflation of 0.45 percent month-to-month (m/m) was slightly higher than estimated (the general consensus among analysts was 0.29 percent m/m deflation in April 2016). Traditionally, Indonesia experiences deflation in April as food prices ease due to the harvest season. This year, however, deflationary pressure was higher than usual as, per 1 April 2016, Indonesia's premium gasoline and diesel fuel prices were cut by IDR 500 (approx. USD $0.04) per liter, thus curtailing transportation costs. Indonesia's annual inflation rate now stands at 3.60 percent (y/y).

Per 1 April 2016 Indonesia's premium gasoline and diesel fuel prices decline by IDR 500 (approx. USD $0.04) per liter. Provided no shocks occur on the international crude oil market, these prices will remain at this level up to 31 September 2016. In January 2015 the Indonesian government scrapped generous subsidies for premium gasoline and capped the subsidy for diesel fuel at IDR 1,000 per liter. Ever since, Indonesian authorities evaluate prices of premium and diesel each quarter and determine prices based on crude oil price movements on the international market.
The government of Indonesia wants to construct the Bontang oil refinery in East Kalimantan through a private-public partnership (PPP). Sudirman Said, Minister of Energy and Mineral Resources, said construction of the Bontang oil refinery is scheduled to commence in 2017. State-owned energy company Pertamina will be in charge of the project and is now searching for investors to participate in the project which is estimated to require a total of USD $14.5 billion in investment.
Although most stock markets in Asia were still in red territory, extending Monday's plunge, Indonesian stocks and the rupiah managed to rebound on Tuesday (05/01). Indonesia's benchmark Jakarta Composite Index rose 0.70 percent to 4,557.82 points. Meanwhile, the Indonesian rupiah appreciated 0.37 percent to IDR 13,892 per US dollar (Bloomberg Dollar Index). There is concern that the Indonesian government's plan to curb price increases of (non-subsidized) fuels in Indonesia will impact negatively on private investors' enthusiasm to invest in Indonesia's oil and gas industry. Earlier this week Arcandra Tahar, Deputy Minister at the Energy and Mineral Resources Ministry, informed that the government wants to regulate prices of fuels in order to keep inflation in check.
Fuel demand in Indonesia already reached 1.6 million barrels per day (bpd). However, oil refining capacity only stands around 1.1 million bpd, implying that 43 percent of fuel consumption in Indonesia needs to be imported from abroad. Oil refining capacity today is roughly the same as it was 15 years ago, meaning that there has been limited progress in development of Indonesia's downstream oil industry. Without adding refining capacity, Indonesia is on track to become the world's largest fuel importer within the next decade.
The decision of Indonesia's central bank (Bank Indonesia), last week, to cut its key interest rate (BI rate) by 0.25 percent to 7.00 percent and to cut the reserve-requirement ratio for commercial banks' rupiah deposits by 1 percent to 6.5 percent is a decision that should boost household consumption in Indonesia in 2016, improve people's purchasing power, give rise to a stronger automotive and property sector, and boost liquidity at local banks (hence providing room for an acceleration of credit growth in Southeast Asia's largest economy).
Statistics Indonesia (BPS) announced on Monday morning (04/05) that Indonesia’s inflation accelerated to 6.79 percent year-on-year (y/y) in April 2015. On a month-to-month basis, Indonesian inflation was recorded at 0.36 percent in April. Although this result is in line with analysts’ previous projections, April inflation realization is in sharp contrast with the ‘usual’ inflation pace in the fourth month of the year. Usually, Indonesia records slight deflation in April as prices ease amid the peak of the harvest season.
In the past days, Indonesia’s fuel subsidy policy has been in the spotlight of Indonesian media continuously. When it was reported that incumbent President Susilo Bambang Yudhoyono (SBY) and newly elected president Joko Widodo would meet on the island of Bali this week to discuss various transitional matters, speculation emerged that the country’s generous fuel subsidies, which seriously burden the government’s budget as well as current account, might be wound down before the new government is inaugurated in October 2014.
In the past week, the global crude oil price has increased considerably due to geopolitical tensions in Iraq which can disturb oil supplies from the Middle East. Up to the end of 2014, provided that no exceptional developments occur, the oil price is expected to range between USD $105-110 per barrel. Meanwhile, the Indonesian government announced that, despite the higher oil price putting pressure on the government’s budget balance, it will not increase prices of subsidized fuels this year.
In order to curb imports of oil, the government of Indonesia intends to stimulate the production of crude palm oil-based biofuel by increasing the mandatory content of fatty acid methyl ester (which is made from palm oil) in biodiesel products from 7.5 percent to 10 percent. Through this policy, the government claims to be able to save up to USD $3 billion as it needs less fuel imports. Fuel imports totaled USD $5.8 billion in the first six months of 2013 and form a major cause for the USD $9.8 billion current account deficit in Q2-2013.
It is official. As of Saturday 22 June 2013, after months of uncertainty and speculation, the price of Indonesia's subsidized fuel has finally been raised. Starting from 0.00 am (midnight) on Saturday, all Indonesians have to pay a higher price of gasoline and diesel. Gasoline has been raised by 44 percent to IDR 6,500 (USD $0.66) and diesel by 22 percent to IDR 5,500 (USD $0.56) per liter. The minister of Energy and Mineral Resources, Jero Wacik, made the announcement on late Friday evening, after which the hike took effect immediately.
Data released by a department of Indonesia's Ministry of Finance showed that the country's budget deficit amounted to IDR 25.9 trillion (USD $2.64 billion) on 31 May 2013. This figure is equivalent to 16.9 percent of the target that is set in the 2013 State Budget (IDR 153.3 trillion). The IDR 25.9 trillion deficit translates to 0.27 percent of Indonesia's gross domestic product (GDP). The maximum amount of deficit - as stipulated by the State Budget Law of 2013 - that is allowed to be maintained is equivalent to 1.65 percent of GDP.
Last week Indonesia's main stock index (IHSG) was mixed with a weakening trend. The index lost 19.9 points, equivalent to 0.40 percent of its value. During the last month, the index consolidated within the range of 4,800 and 5,030 points. Foreign funds continued to pour in and trade volume remained high although below average trade in the last three weeks. In fact, our technical indicators are showing signs that Indonesia's main stock index has become saturated.
