Indonesia's Energy and Mineral Resources Ministry targets to replace the cost recovery scheme in the oil and gas industry in January 2017. Instead, the government would use contracts with a gross profit sharing mechanism. The new scheme would simplify procedures (making the investment climate more attractive) while Indonesia "continues to prioritize the interests of the nation and optimize the use of local resources and labor", Deputy Energy Minister Arcandra Tahar said. The proposed changes will not affect existing contracts between contractors and the Indonesian government.

Despite having abundant natural resources at its disposal (including coal and gas), Indonesia has difficulty to supply enough electricity to its people and businesses. Robust economic growth over the past decade has given rise to increased domestic demand for electricity but the country has not been able to adequately meet demand resulting in frequent blackouts and in one of the lowest electrification rates (the percentage of Indonesian households connected to the nation's electricity grid) in the region (about 80.4 percent at end-2013).
On Sunday evening (22/06), the third debate between the two presidential candidates of Indonesia - Joko Widodo (popularly known as Jokowi) and Prabowo Subianto - took place and was broadcast live on national television by various stations. Through these debates the presidential candidates are able to outline their vision while trying to increase their popularity among the Indonesian electorate (on 9 July 2014 the Indonesian people will vote for their new leader). The theme of this third debate was ‘international politics and national security’.
Pertamina Hulu Energi, subsidiary of state-owned energy firm Pertamina, has been officially appointed as the new operator of the Siak oil block in Riau (Sumatra) after the contract of Chevron Siak Indonesia (CSI) had expired on 27 November 2013. The Indonesian government decided not to renew the production sharing contract (PSC) with Chevron, instead appointing Pertamina Hulu Energi as new operator of the oil block (in line with the government's aim to have more domestic control over the country's natural resources).
The Asian Development Bank (ADB) has released the latest edition of its report, titled Energy Outlook for Asia and the Pacific 2013, this week. The report aims to identify policy, social, infrastructure, and technology issues that should be addressed to meet the future energy needs of members of the ADB in Asia and the Pacific. Key findings in the case of Indonesia include that the country's primary energy demand is projected to reach 445.4 Mtoe in 2035, up from 207.8 Mtoe in 2010 and that it may become a net importer of natural gas.
Investors regard Indonesia as one of the most attractive countries in terms of tourism. This statement is evidenced by investments in Indonesia's hotel construction sector. In 2012, Indonesia was ranked third of the whole Asian region in terms of largest investments in hotel construction. Total investments - both domestic and foreign investments - in this sector of Southeast Asia's largest economy amounted to USD $869.8 million in 2012, a 210 percent increase compared to the previous year.

Atlas Resources is an Indonesian coal mining company that targets for business growth through acquisitions, explorations and development (with a focus on smaller scale regional coal concessions). Similar to other Indonesian coal miners, the company has to cope with weak global coal demand and the subsequent weak coal price. The company's exploratory and production activities are mainly conducted on Sumatra and Kalimantan.

An interesting story was released on Bloomberg Markets Asia on Wednesday (29/03) about the sliding role of commodities in the Indonesian economy and the need for Southeast Asia's largest economy to find a new growth engine (or better: several new growth engines) that will take the country to economic growth levels of +7 percent year-on-year (y/y) as once pledged by Indonesian President Joko Widodo during his presidential campaign in 2014.
Because we have received quite some questions about Indonesia's cost recovery scheme in the oil and gas industry, we decided to devote an article to this topic. Simply put, the oil recovery scheme that the Indonesian government applies in the upstream oil and gas industry concerns the reimbursement of exploration and production costs to oil and gas contractors. This should make oil and gas exploration in Indonesia more attractive and thus stop the two-decade long decline in the nation's oil output.
According to the Association of Indonesian Processing and Refining Companies (AP3I), consumption of mineral ores in Indonesia will be solid starting from 2017 due to the start of operations of new smelters. Jonathan Handojo, Vice Chairman of the AP3I, says domestic consumption of nickel ore will reach 7 million tons in 2017, roughly the same amount of nickel ore that was exported in 2009 before the New Mining Law - which stipulates a ban on exports of mineral ore from Indonesia (per January 2014) - was revealed.
Indonesia’s state-owned energy company Pertamina and local governments will become the new operators of the Mahakam oil and gas block (located offshore in East Kalimantan) after existing contracts of current operators end on 31 December 2017. The Indonesian government announced on Friday (19/06) that it is to grant Pertamina a 70 percent stake in the Mahakam block, Indonesia’s largest oil and gas block. The current operators of the block are French oil giant Total SA and Japan-based oil firm Inpex Corp, each owning a 50 percent stake.
After the government of Indonesia threatened to revoke the export permit of Freeport Indonesia by the end of January on claims that the company fails to show its commitment to establish a new copper smelter in Southeast Asia’s largest economy, the local unit of US mining giant Freeport-McMoRan Copper & Gold (re)confirmed today that it is serious to build the smelter. Based on renegotiations between the government and Freeport Indonesia (agreed upon in July 2014), the company had been allowed to resume copper concentrate.
The government of Indonesia plans to add new fuel refineries soon after such development has been postponed for many years. Today, Indonesia's total of oil refineries have roughly the same combined production capacity as a decade ago, indicating that limited progress has been made. In fact, domestic oil output has experienced a steady downward trend for almost two decades due to a lack of exploration and investments amid weak government management, bureaucracy, an unclear regulatory framework and legal uncertainty.
Sunday evening (15/06), the second debate between Indonesia’s two presidential candidates - Prabowo Subianto and Joko ‘Jokowi’ Widodo - was held. This debate was broadcast live on various Indonesian television stations and - once again - managed to become a trending topic on social media. The debate, the theme of which was ‘development of the economy and social welfare‘, was characterized by a nationalistic and protectionist tone. This tone had already been set by Subianto in the past weeks but now Jokowi also stressed protectionism.
There has been quite some commotion regarding Indonesia's mining industry in recent years. The New Mining Law of 2009 implied a number of rigorous changes that are controversial up to the present day. The law was designed to increase Indonesia's profits from its own abundant natural resources, a sector in which many foreign companies are active. For foreigners the new law contains a number of protectionist measures that make Indonesia's mining industry less appealing.
The Indonesian government - through its Energy and Mineral Resources Ministry - has stated to provide fiscal incentives to encourage oil and gas exploration in Indonesia. Indonesia, a former OPEC member, has recorded a declining oil production since the 1990s due to a lack of exploration and investments in this sector. To reverse this situation, the government will provide a number of tax exemptions.
