The Energy and Mineral Resources Ministry of Indonesia announced in January that the B35 biodiesel program is scheduled to be imposed on 1 February 2023 (implying a one-month delay as the B35 program was supposed to take off on 1 January 2023).
The Indonesian government plans to speed up the implementation of the B30 biodiesel program in the country's transportation sector. Initially the government wanted to implement the program in 2020. However, the government now targets for 2019. The B30 program means that the mandatory content of fatty methyl ester in biofuel is raised to 30 percent.
In a final ruling, released overnight (09/11), the US Commerce Department set anti-subsidy rates in the range of 34.45 - 64.73 percent for palm oil-based biodiesel imports that originate from Indonesia. This final ruling was slightly lighter than the preliminary 41.06 - 68.28 percent range that was set in August 2017.
Stakeholders in Indonesia's biodiesel industry are waiting for the final ruling of the US Commerce Department regarding the dumping of biodiesel products on the American market. The USA accuses Indonesia and Argentina of subsidizing biodiesel exports, hence leading to uncompetitive US vegetable oils (particularly soybean oil).
The US government plans to impose 40 percent import duties on biodiesel products that are shipped from Indonesia as the USA accuses the world's largest palm oil producer and exporter of dumping biodiesel products on the American market. As a result US vegetable oils (particularly soybean oil) lack competitiveness.
Indonesia is set to file a complaint at the World Trade Organization (WTO)'s Dispute Settlement Body (DSB) later this month over the anti-dumping duties that were imposed by the European Union (EU) on biodiesel exports from Indonesia. Since the implementation of these anti-dumping duties in 2013 - ranging between 8.8 to 20.5 percent or €76.94 to €178.85 per ton - Indonesia's biodiesel exports to the EU plunged severely, from USD $625 million in 2013 to an estimated USD $9 million in 2017.
Persistent weak crude oil prices jeopardize smoothness of Indonesia's biodiesel program as cheap oil - currently trading below USD $30 per barrel - reduces demand for biodiesel and makes the biodiesel industry less economic viable. This year the government of Indonesia plans to launch the B20 biodiesel program (one notch up from the existing B15 program), referring to the requirement to blend a mandatory 20 percent of fatty acid methyl ester (FAME, derived from palm oil) with 80 percent of diesel.
Although Indonesia's B15 biodiesel program, which refers to the government's program to blend 85 percent of diesel with a mandatory 15 percent of fatty acid methyl ester (derived from palm oil), is no success yet, the government is expected to introduce the B20 biodiesel program (raising the mandatory content of fatty methyl ester in biofuel to 20 percent) in early 2016. To support the B20 program, eleven companies are ready to supply biodiesel to state-owned energy company Pertamina and publicly-listed petroleum and basic chemicals distributor AKR Corporindo between November 2015 and April 2016.
Indonesia’s new palm oil export levy is to be implemented in late May 2015. Rida Mulyana, Director General of Renewable Energy at Indonesia’s Ministry of Energy & Mineral Resources, stated that President Joko Widodo signed the regulation last night (05/05). The new levy means that a USD $50 (per metric ton) levy is to be imposed on crude palm oil (CPO) exports, and a USD $30 (per metric ton) levy on processed palm oil product exports. Proceeds from these export levies will be used to fund the government’s biodiesel (subsidy) program.
Due to the Indonesian government’s plan to increase biofuel subsidies from IDR 1,500 per liter to IDR 4,000 per liter - in a move to protect the domestic biofuel industry - palm oil futures climbed the most in 28 months. Amid the world’s current low crude palm oil (CPO) prices, Indonesian biofuel producers have it rough as production costs exceed market prices and therefore requested the government to raise biofuel subsidies to offset losses. If approved by Indonesian authorities then this move should result in higher palm oil demand.
